ABOUT FORM 199
Almost all organizations declared tax-exempt by the California Franchise Tax Board, even including some that don't need to file the Federal Form 990, are required to file the California informational nonprofit tax return, Form 199. Until recently, Form 990 and Form 199 were a lot alike, and once you filled out your 990, you pretty much had the numbers to plug into your 199. In 1993 this ceased to be true, and today the two forms are substantially separate pieces of work -- in both the formal and colloquial sense. Generally, if an organization asks us to fill out and file their 990, we'll do their 199 at the same time.
